The threat level in the Netherlands remains ‘substantial’, meaning that the chance of an attack is real. The jihadist threat remains the most important factor in the threat assessment. Although much remains unclear about the background of the terrorist attack on the Jewish Museum in Brussels on 24 May, all information suggests that it was carried out by a jihadist who had fought in Syria. This attack illustrates the threat posed by jihadists who have fought in Syria and are now returning to Europe. This threat factor was the main reason for the NCTV to raise the threat level from 'limited' to  'substantial' in March 2013.
