Prior to this he served as consul-general in Osaka, Japan. He was previously deputy director-general of the General Intelligence and Security Service (AIVD).

Background

Marc Kuipers studied Dutch Law at Utrecht University. He has since worked primarily in the field of security and intelligence. In 1992 he joined the Ministry of Justice, where he held various policy and management roles before becoming director of executive agency Justis in 2000.

In 2005, after 13 years at the Ministry of Justice, he transferred to the General Intelligence and Security Service (AIVD) where – during the next 12 years– he held several senior management positions, including that of deputy director-general.

In 2016 he was appointed inspector-general at the Netherlands Labour Authority. Five years later he continued his career in Japan, serving as the Dutch consul-general in Osaka, in which capacity he represented the Netherlands as commissioner-general at World Expo 2025. On 1 January 2026 he took up the role of National Coordinator for Counterterrorism and Security (NCTV).
