The Critical National Infrastructure Threat Landscape (2025)

This first ever threat landscape report provides an overview of the main threats to critical infrastructure and an insight into recent developments in relation to those threats. It is intended to provide government departments and critical providers with a conceptual model that can, in the context of specific critical processes, help them gain a better understanding of the threats, the level of resilience, the security interests affected in the event of disruption or failure and the resulting risks to national security. This threat landscape report can therefore be used by government departments and critical providers as a starting point for making risk and resilience analyses for the various critical processes that will be performed as part of the critical cycle and for the purpose of the Critical Entities Resilience Act (Wet weerbaarheid kritieke entiteiten, Wwke).
